Rick Comerford grew up in St. John’s with roots in Trinity and Conception Bays. He has a Bachelor of Commerce Degree from Memorial University and a Masters in Business Administration from York University in Toronto. Rick has a long history in economic and community development through his years with the Atlantic Canada Opportunities Agency (ACOA), the Ocean Industries Development Center and the Newfoundland and Labrador Development Corporation. In his role at ACOA, Rick was responsible for all ACOA Programs for twenty years. This included several Federal/Provincial Agreements and operational responsibility for the Labrador Office of ACOA during that time.

Rick was appointed on January 16, 2017, by the Government of Canada, and was later appointed Chair on the recommendation of the TJFB. This appointment took effect on October 17, 2019.

Chesley is from Makkovik and worked in Nunatsiavut most of his life, spending 30 years working for a combination of the Labrador Inuit Association, the Labrador Inuit Development Corporation, Inuit Taparisat of Canada and the Nunatsiavut Government. Ches has experience as the senior deputy minister in the Nunatsiavut Government, land claims negotiator, IIBA negotiator, mineral resource advisor, self-government advisor, caribou plant manager and a former commercial pilot. Ches is currently working as a Vice President, Labrador Affairs with Aurora Energy Resources.

Chesley was appointed on September 20, 2016 by the Nunatsiavut Government.

Keith Watts was born and raised in the central Labrador community of Northwest River. He received his post-secondary education at Memorial University and the College of Trades and Technology in St. John’s, NL. For the majority of his career, Keith worked with natural and renewable resource departments of the Government of Newfoundland and Labrador, and later the Labrador Inuit Association. Since 2004, he leads the Torngat Fish Producers Co-operative as General Manager, and after the signing of the Labrador Inuit Land Claim Agreement, Keith was one of the original appointees to the Torngat Joint Fisheries Board, and has served for over a decade. Keith also serves as a board member with the Fisheries Council of Canada.

Keith was appointed on December 14, 2005 by the Nunatsiavut Government.

Roland grew up in Port de Grave and spent his early life around the fishing industry taking place on the Port de Grave Peninsula, he now resides in Bareneed. He later went on to work with the Hudson Bay Company in Iqaluit and later with a local fish merchant where he was their Branch Manager in Southern Harbour, Placentia Bay. Roland joined the Department of Fisheries & Oceans in 1971 as a Primary Products Inspection Officer, later with the Conservation & Protection Branch he was transferred as the Senior DFO Official in Happy Valley-Goose Bay. He was subsequently transferred to DFO Head Office in St. John’s where he held a number of positions with various Branches of DFO. Roland retired from DFO in 2001 and opened his own Fisheries Consultant Company-: “Andrews Professional Services Ltd.” He then worked for 10 years with Labrador Inuit Association and following Nunatsiavut Government. From there with Harbour Grace Shrimp Company Limited and later as Fisheries Manager with Ueushuk Fisheries Limited.

Roland serves his community as Chair of the Port de Grave Peninsula Heritage Society, as a Member of Gideon’s International in Canada, Church Treasurer, in addition to being a Member of the Board of Director’s with Helping Hand for the Bay Roberts Area.

Caroline (Buckle) Davis was born and raised in the southern Labrador community of Lanse Au Loup. She received her post-secondary education at The Institute of Fisheries and Marine Technology with a Diploma in Food Technology. She also attended Memorial University and received a bachelor’s degree in Technology. The majority of Caroline’s diversified career thus far has been Fishery related. Caroline started her career with Fishery Products International in Burin NL as a Quality Assurance Technologist. She then moved to St Anthony, NL and spend most of her career thus far as Quality Assurance Manager, Production Manager and General Manager of a Shrimp, Crab and Multi Seafood Production Facility for Clearwater Seafood’s. In addition, Caroline held a position of Business Development Manager with Clearwater Seafood’s. These roles with Clearwater allowed Caroline to travel to all the major international seafood producing countries and was able to assist in the Product Development, Marketing and Sale of Clearwater’s Seafood Products. Caroline moved back to Labrador in 2012 and took on the role of General Manager with Air Labrador. Caroline is currently the Site Manager with Irving Aviation in Goose Bay. Caroline was appointed on March 15, 2020, by the Government of Canada.
